English Local Authorities Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a recent study of local authorities, English councils are preparing to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of assets to balance the books.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils representing major urban areas in England stated that six out of ten of local authorities are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously come under fire for selling playing fields and land to shore up their finances, but they argue they must proceed to raise vital cash from asset sales or face insolvency.

The group noted that a high proportion of authorities seeking to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials stated they would focus on restructuring services and using financial reserves to manage growing financial challenges.”

Detailed Examples of Proposed Disposals

One local authority in southeast England said its asset disposal plan included the sale of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Council Tax Increases and Wider Fiscal Pressures

The survey of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will need to raise local levies next April to cover the growing cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to achieve both improved services and financial savings,” said a council leader.

He added: “We face population challenges which will continue to add to the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Trends and Forecasts

A survey of county councils recently also found council budgets being strained by the increasing figures of children and older individuals needing Send support.

A network of councils said that local shortfalls will reach £4.4bn a year by 2029, as they struggle to manage increased demand.

Government officials have put off scheduled changes to the Send system until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Funding Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 deprivation indices,” said the study.

“Although only one key city is among the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the extent of challenges confronting local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and need,” said Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

One in five of local authorities have cut or compromised care services in the past 12 months, the study revealed.
